In preparation for the public inquiry into our planning appeal, additional information comprising a Further Addendum to the Environmental Statement has been submitted to the Planning Inspectorate for the Inspector’s consideration.

Introduction

Formed in 2015, SmithsonHill is a joint venture between local farmers Russell Smith Farms and Hill Commercial Investments. Our partnership was established to facilitate initiatives that will create hubs for ground-breaking discoveries – bringing together and encouraging interaction and the exchange of knowledge.

Our vision is:

‘To create a globally significant park for AgriTech that hosts a vibrant community of commercial companies to address agricultural productivity and sustainability challenges.’

Our research, undertaken by AgriTech specialists Collison and Associates, confirmed a recognised need for investment in and space for companies developing and testing advancements in agriculture and food commercially; what is known as ‘near to market commercialisation’.

The proposed park for AgriTech will be set in a high quality parkland environment, with tree lined avenues, footpaths, open spaces and informal recreation areas and facilities, open to the local community. Existing agricultural fields adjacent to the park will be used for crop trials and demonstration plots.

In November 2015 we began to engage and consult with local stakeholders with a view to submission of an application for planning permission which was submitted in November 2017.

Further Addendum

In preparation for the public inquiry in 2019, additional information comprising a Further Addendum to the Environmental Statement has been submitted to the Planning Inspectorate for the Inspector’s consideration. In summary, the additional information relates to the following:

  • Additional traffic modelling and revisions to proposed mitigation
  • Assessment of additional viewpoints and landscape character areas, lighting assessment, provision of wirelines and photo-montages, and revisions to the zone of theoretical visibility (ZTV)
  • Update ecology walkover survey
  • Revisions to access to built ancillary facilities

There is an opportunity to comment on the Further Addendum to the Environmental Statement until 29 May 2019. Please be aware that comments should only relate to this new information and that any previous comments made are still applicable and have been made available to the Planning Inspector.

*It has come to the attention of SmithsonHill that some local Parish Councils are advising local residents, who may wish to submit comments on the Further Addendum to the Environmental Statement, not to send these to the SmithsonHill e-mail/postal addresses provided in correspondence, on the basis that this is not the proper channel for consultation responses. We would like to confirm that these are the correct channels that were agreed with South Cambridgeshire District Council and the Planning Inspectorate.

The Further Addendum to the Environmental Statement, has been prepared by SmithsonHill to update the original Environmental Statement information and to inform the Inspector and other parties participating in the public inquiry. It is a not a document that has been requested either by the Planning inspectorate or by South Cambridgeshire District Council. Therefore, SmithsonHill is adopting best practice in undertaking consultation and is wholly responsible for managing this process. Both the Planning Inspectorate and South Cambridgeshire District Council are fully aware of this further consultation. However, having been approached to determine whether they would host the consultation neither wished to act as the recipient for receiving and collating consultation responses in relation to this documentation. Therefore, we kindly request that all responses should be sent to the SmithsonHill addresses provided, as this is the correct and proper channel. All responses received will be forwarded in their entirety to the Planning Inspectorate for the Inspectors consideration. Should consultation responses be sent elsewhere, it cannot be guaranteed that these will be forwarded to the Planning Inspectorate, may get lost and may not be taken into consideration.
